Gas cap 850 1996

I went through emission inspection and my gas cap on my '96 850R didn't pass inspection. I was told by the inspector that most Volvos that she inspected didn't pass. I got this confirmed by Volvo dealer. Their solution? Buy the new Volvo gas cap! If this is a faulty design by Volvo, shouldn't they provide replacement since the gas cap didn't meet standards set for emission? I've been wondering if you have similar problem with emission inspection in your area.
