Rear wiper not making good contact, hinge kinda rusty - solutions? 850

Hello:

I have had this problem from time to time, and have cleaned out the hinge area, which gets dirty and rust begins to form as well, so that the wiper does not contact very well in its arc with the glass.

I like to show off to other owners of rear wiper vehicles, whose rear wipers are a joke as far as clearing their rear windows.

Is there a method of painting, grease, or just replacement that is recommended?
If replacement, is it a DIY job? or one for the dealer?
