Fault code 137 on 1994 850 turbo??? 850 1994

Had problems passing emission tests in Georgia with my 1994 850 turbo. Cleaned EGR, changed catalytic converter and passed with flying colors. Problem: Still continue to get fault codes 131 and 137. Car runs excellent. Any one knows what the 137 code means? I changed the both O2 sensors. Cleared codes and continue to get these. Scanner also indicates that the voltage is low for thse parameters. I disconnected and reconnected the O2 sensors and RPM sensor with no luck.
