Hit a Retread on the Freeway V70-XC70 1998

This morning while driving to work I hit a tractor-trailer retread which hit the cowling under the radiator and AC compressor. I was able to pull over and detach the cowling because it was dragging on the ground. The cowling looked like it punctured a hole in the hard plastic but otherwise was in pretty good shape. My first question is does anyone know how much this part costs? Also, the tire left some real bad black scuff marks on the bumper. Any recommendations on a cleaner to use to get these scuff marks off of my bumber? Your help would be greatly appreciated. Thanks...
