Buzzing noise front (passenger side) engine compartment 850 1995

My Volvo 850 Non Turbo, Wagon 70K started to make this "buzz" noise. It happens when the key is turned (accessory position) as well as when the engine is running. Any clues? It seems to be coming from somewhere in the front passenger side of the engine compartment between the back of the head light and the coolant fillport. Any ideas?
