Volovospeed, where are you???? 850 1995

I had CEL on and pulled 241 "EGR low flow" code. Re-set light a couple of times w/ same result -CEL comes on after driving at about 55mph for 3-5 minutes. My mech says not to do anything at this point since the car runs fine - no stalling, no rough idle. It seems as EGR stuck in closed position or the intake is blocked.

What are long -term effects of running w/ EGR system not working?
Do I need to clean the system only as described on Bay 13, or there is a chance EGR needs to be replaced?
