Both conditions are normal.
As for the stuff on the dipstick, this topic arises here every winter when outdoor temps fall. It's condensation but is more obvious on engines that seldom reach normal operating temps like used for short trips OR if the t-stat is staying opened too long not allowing the engine to reach normal temps. Either way, it's not a problem and doesn't harm anything. If your t-stat hasn't been replaced in 70K miles, I'd advise doing so.
