ABS activating for no reason 850

I have a 1995 Volvo 850 GLT with 190,000 kms on it. All new brakes and rotors last year and they work great. Tires are new etc. Oddly for some strange reason, sometimes when I put my foot on the brake at very low speeds ( under 20 kms per hour ) the ABS activates and buzzes like I was skidding on snow or something. I forgot to mention that I am on dry pavement. Any body have any ideas or easy suggestions?
