Radio codes S70

I have an S-70, 1998, that I need to fix in Armenia, I work at the US Embassy. The car battery was allowed to drain down and then the car was jumpstarted at the garage. When the car was returned to our American Embassy official the raio was showing a code of "off". What happened?

Did the mechanic try to punch in the wrong code three times on the radio till the anti-theft device kicked in?

Did the dead battery kick the anti-theft code into action?

Did the jumpstart kick the anti-theft code into action?

Thanks for any help.
