OP? Is that written somewhere?
The only time you'ld need to do that is if there was metal in the fluid or someone put the wrong fluid in by mistake as Volvos PS fluid in newer cars is synthetic and hasn't been a problem (OK, besides leaking in newer cars due to added pressure and clamp problems).
Changing power steering fluid can be done by removing the lines at the rack and moving the wheels (off the ground) side to side. That will allow most of the fluid to drain out. I suppose that one could do it similar to how it's done with trans cooler lines too.
