Secondary Air Injection Problems 850 1996

I have an 850 AWD that stalled under heavy accellaration. On inspecting the air filter this was found to be very damp. The source of the water was the secondary air blower system. The fan and motor was full of water, it had rotted the motor and would not work.

I have replaced the fan and motor but after a few miles the new fan has filled up with water. I suspect the secondary air valve on top of the exhaust manifold must be leaking exhaust fumes back towards the air box and the water is condensing from the gas. I presume it is not supposed to do this? Does this mean that I need a new secondary air valve? - I presume this will not be too expensive but it looks like a difficult job to get to the bolts that hold it on.

I also wondered if there was a problem with the fan operating correctly. I thought it was supposed to operate under cold start conditions when the engine is at idle but mine does not turn on under these conditions. - I have checked that the pump has power and that the cable to the engine management computer is intact.

The secondary air injection system also includes a solenoid above the radiator that takes a vacuum hose from the idle pipe above the inlet manifold and another vacuum hose from the secondary air valve. Might a fault with that cause the water in the pump?
