Starting Problem - 850 GLT

Got a problem that surfaced tonite. Wife called saying that the '97 854 GLT (72K miles) wouldn't start. Key in on position turned on the front headlights, dashlights, radio - ect, but wouldn't activate the starter or solenoid (no clicking). I get there - turn the key and it starts right up.

Drove it home and removed battery cables and cleaned posts/clamps. Battery @ rest 12.8V and with car running 13.6V.

Questions
1. Is the car undercharging, ie voltage should be near 14V when running??

2. Battery bad - just replaced last winter, Autozone Duralast Gold 900CA

3. PNP switch - is this the start of symptoms of it going bad??

4. Other thoughts??
