Australian 850R OBDII & Humming noise when cold 850 1996

Hi I live in Sydney Australia and drive a 1996 850R.
Does anyone know if there are any OBDII tools that work on the Australian 850's.
I want to read & clear fault codes, service light & fault light.
I have tried the Auterra Dyno-Scan for palm, but it didnt work at all.

Also there is a kind of humming from the engine bay when I drive the car from cold for a short time, about 2-3 minutes. Once warm there is no humming.
Does anyone know what this humming is.
