Gas and water guage fall to zero when stopping, service light corresponds 850 1995

When braking to a stop, the gas and water guage fall to zero. When accelerating they go back to their former positon. Now that the service light is on, it does the same. When stopping, the service light goes off exactly when the guages go down, then comes back on at the same time. What gives? Also, I can not get the service light reset using the "A" module procedure.
