Steering Wheel Jiggle / Rattle while braking??? Warped Rotor? 850 1995

My steering wheel would jiggle real violently when braking.
I noticed when washing the car that one of the weights fell of one of the wheels... the tires had little wear left anyway, so I installed a new set of Kumos for only $230.

Now, most of the jiggling is gone, but I still feel it slightly when I brake.

Does this mean I have a warped rotor??
