couple problems: license plate light, cruise control, gas tank door 850 1996

I have a couple a problems with my 96 850 GLT wagon
First, both of my license plate lights are out. The fuse is fine and I just replaced the bulbs and they still don't work. Any suggestions?
Second, my cruise control used to work, then it wouldn't hold speed, finally it was dead. Then when I took a trip more north, to West Virginia were it was alot colder it worked. Also it worked after I had to floor the accelerator going up a mountain, could that have done it. It doesn't work now though and I would like to use this hint to find the problem.
Thirdly, In cold weather sometimes my gas tank lid will not unlock. Does anybody have any advice other than the manual wire inside the bay everytime it will not unlock.
