Left turn indicator really fast

I noticed that my left turn indicator is twice + faster than my right turn indicator. I also noticed that it sometimes speeds up as I accelerate. Is the turn module going AWOL or what do you think is causing this.

Also my car sometimes won't start. All the dash lights work but it doesn't turn over. After turning the key a few times it will suddenly engage and we're off and running. I have been known to be "stuck" for up to 15 minutes at a time.

This has been an ongoing 'issue' and has resulted in a new starter, ignition switch and alternator. It still rears its head periodically. Is it possibly linked to the same issue as the left turn indicator signalling something may be going to ground?

Any advice would be helpful - winter is here.
