Hesitation at highway speeds - 94 850 Turbo 850

I am having a problem with hesitation at highway speeds. An example of the problem would be: I am driving around at about 40mph then I floor the gas, the car starts accelerating but hesitating along with a loud whistle, then all of the sudden the car flies and the whistle seems to subside. I never have this sort of hesitation from a stop it's only when I floor it from about 30mph and up. I've gone crazy looking for vacuum leaks and so far I haven't found any, also the boost gage seems to be responding normally (gong to about 3/4 at full boost) so I don't think it's a vacuum leak. Does any one know where else I should look for what could be causing this problem?

The car is an 850 Turbo with 120K miles.
