Try wheelskins.com - they come in 13 colors and six sizes for about $30 or $35. They are very high quality, put them on yourself in about 30 to 45 minutes, go over anything. I'm not sure what IPD or the dealer is selling - but I don't see how a cover could be for a non-leather wheel only - sounds like they're trying to get you to replace the whole wheel - which would be a bad move, these things are great and will easily last the life of the car.
