Catalytic Converter- 850 T-Wagon 850 1995

I have a 1995 850 Turbo Wagon with 67K miles. I have seen recent decreased performance from the motor and more engine roll than I am used to. The dealer here says I need a new catalytic converter - I just recently replaced the O2 sensors on this Volvo.

a.) Will the Catalytic converter decrease performance to the point where I can notice it? (the point at which it notice it most = coming off the line - no real good tug/pull like it used to have.)

b.) Should the O2 sensors have cleared up this problem?

c.) anything else I should know before forking over all kinds of money to this dealer?
