Thinking about buying a used 2003...... V70-XC70

Hey folks, I have been eyeing a 2003 xc70 which was initially a rental car in Florida and after 12K miles ended up in TX after being sold and then failed an emission test. It is now at a Volvo dealer(I think) being sold and the carfax ends with it passing its emission test. What could posssibly have caused it to fail (Turbo burnout?) and then get it to pass the
Volvo 130 point certified used vehicle standard? Is it realistic to think it only accumulated 12K before being sold by a rental agency?
