poor starting - cranks for a long time - poor gas mileage! 850

Hi

I have recently, this last week, had problems starting my car. So I replaced plugs and distributor cap.

When I crank from cold, 38 degree's outside, (NOT freezing) it takes a long time to fire. Sometimes it is on the second or third attempt. And there is a strong smell of petrol. The petrol smell is never there except when starting.
My gas mileage is poor - around 23 miles to the gallon - usually 28 on a run.

Any ideas? Is something wrong?
