Tires for '96 850 wagon 850 1996

I need winter tires and wheels for my 1996 850 wagon. I'm daunted by all the conflicting information I'm getting from dealers, mechanics and tire stores. One of the dealers has offered me a set of Gizlaved (sp?) winter tires on Volvo rims installed and balanced for $820.00 (Cdn.). Is this a fair price? Are these tires O.K. We do mostly city driving, but we do drive up north in Canadian winters and need good traction to get through old roads. Any suggestions?
