Milky substance on the dip stick

Just checked my oil and I have a milky substance coating the dipstick. The car puffs white smoke for a while after starting. Obviously I'm getting some moisture in the oil.
I've talked to one mechanic and he seems to think that because the car has 167,000 miles that the head gasket is going or some other problem in the head.
I want to see if anyone out there has had a similar problem and what advice you could give.
