Can anyone comment on a procedure to ensure all of the coolant drains from the radiator, heater and engine?

I perform all of my own routine maintenance and decided to flush the antifreeze coolant as recommended by my Volvo dealership and the Chilton's manual. According to Chilton's, the coolant capacity is 7.8 quarts and you do this with the engine cold, heater controls open and the expansion tank cap off. I released the petcock under the drivers side radiator bottom and it only drained out about 4 quarts.
