heater problems s70

here is a new one for me.... the heater only blows hot air on one side of the dual controls both on maximum heat while moving and passanger side is cold also no heat when the car is at stopped from either side only cool air and were into -30c and i can use all the heat I can get.I guess it is the heater core blocked or shot somehow the controls are set the same on either side and the prestone is right at 60/40
