Vacuum Pump on continuously S40-V40

Hello

I had yesterday the same problem, I heard a noise on my 2000 s40 volvo even after i have switched the ignition off.
it stopped only when i pulled out the fuse of the vacum pump under the hood.
I have found the relay that operates it under the left head light, it was full of water so i have opened it and dry it.
now i don't have the noise but how could i know that this pump will work when needed?
anyway what is this vacum pump is responsible for?
is it a safety hazard to drive when i am not sure it is functioning as it supposed to?
