sound when below freezing 850

I have a 95 turbo model. Its been running great.
With the winter weather which has been very cold this month I've noticed a whistling sound. Like a flute or something at around 2k rpm. Its at different rpm levels by lower than 3k but 2k seems to be the steady one. After 30 minutes or so its totally gone. I tried to locate the source but its very hard to determine since its loud and alot of echos under the hood.
I've replace lately timing belt, tensionor, oil, serpentine belt. I wanted to replace the serpentine tensionor also but it wasnt in stock.
Its really annoying sound and twice as loud on the outside. I had it last year but it wasnt as cold so it only last 2 minutes. But since its -30c with the windshill it lasts 30 mins. Anyone else have this? What could it be? Driving me nuts! Help;
