gas stick as car warm up 850 1993

I have an unusual problem on my volvo, I dont know if anyone has had this problem.

Last year we replace the gas pedal cable thinking this my be causing the gas pedal to stick.

the problem: On a cold winter night -20 or -40 the next day if we use the car
as it warm up while we are driving the motor speeds up "RPM" making it very difficult to stop. we must leave the car in drive to be able to turn it off.

Does anyone have any suggestion on what might be causing this problem.
