Thermostat gone bad? 850 1996

My car has a problem heating up. When I have it running for about 20 min or so the temp gauge hasn't even moved. But say I drive the car for 20 min, pull over for say 5 min, the temp gauge will start to climb. Its only when the car moves that the temp will go back down again. Its horrible having this problem right now when the weather has been FREEZING! Any info on what could be wrong would be great!
