Try changing the fuel filter. If that doesn't work you might want to look in to having the catalytic converter examined. I highly doubt it's the o2 sensor, simply because the Lambda system was designed with cold weather in mind 25+ years ago. You might also want to check the tire air pressure as tire pressure fluctuates in colder temperatures. Good luck.
