Low turbo boost 850

1995 855T, the ECM provides higher boost pressure above 3000 rpm, no knock retard or enrichment etc.
Mine won't boost higher than the initial {low boost} amount.
I have inspected all hoses and connections, reset ECM adaptive and memory, replaced TC valve, there are no codes being set and all parameters on scrolling menu are normal.
The turbo is capable of producing plenty of pressure but doesn't.
This mode {high boost} is prevented in reverse, winter mode, when brakes are applied, when engine temp is too high, there has been maximum knock retard and enrichment.
