Secondary air relay voltage question V70-XC70 1998

Secondary air relay voltage issue. I am getting no vacuum on the other side of the sec air relay(located on top of radiator) . I have 6.4volt at the plug. When I jump 12 volts to the relay it opens and supplies vac. Is my ECM supplying the voltage, is there a driver in between. I suspect the voltage is dropping further when plugged in. When I jump the vac line I still have no suction from air pump.

This is a result of of obd2 codes 0108(manifold absolute pressure/Barometric press. circuit high input )and 0410 (Secondary air injection sys malfunction) I don't know weather the 2 are related. Is there a map sensor and if so where is it located ?
