My '96 Turbo Wagon is the same way with the AC off the light is on (and with the REC on the light is on). I think the Engineers were smokin' something wacky when they designed it.

My lights also flash occasionally when start car. Have been told it could be sensors up by handle above head are flaky or sensors or motors in air ducts. Everything seem to works okay, so I'm living with the flashing lights for now rather than pay $75 to find out what the error code is, if any....
