Need help programming a keyless entry remote. 850 1994

I have a 1994 Volvo 850 GL wagon with factory keyless entry remote. I needed a second one and so I bought a compatible one on e-bay. I was careful to get a remote with the exact same numbers and codes that are on the back of my old one. The two of them are idenitcal. I also purchased programming instructions on e-bay.

However I cannot get the new remote to program to my car. I don't know what to do now. Can anyone help? Thanks!
