Check the fuses for your blower. One circuit controls speeds 1-3 and a SEPARATE circuit controls level 4. May just be a blown fuse. All sounds normal, and honestly not bad for a "neglected car". A/C you can fix elsewhere for less. The rest sounds like normal items that are not critical. Old Volvos don't have to be perfect, so just do the important stuff like brakes first. I had a absolutely beautiful 88' 244DL wihout A/C, in Southern CA which gets aound 100F in the summertime. Still one of the most enjoyable cars I've ever owned.
