The bumper has to come off the vehicle to access the headlights.
Drill out the pop rivets in the whell well. Remove the headlight whiper arms, if equipped. Remove the front bumper, grey corner pieces. Remove the two recessed bolts from behind those. Remove the two bolts from the lower air intake area. Remove the six plastic fasteners on top by pressing down on the center area. Pull bumper forward. Now you have access to the lights.
