gasket fix did not solve LEAK, is my TURBO bad? 850

I've been reading and searching postings regarding this turbo leak and the common fix is to replace the oil return o-ring and gasket on top which I've just done and not to see any leak after a week its back. Some say that TURBOS are meant to last and should'nt have any problem, some says that if the turbo is bad, I should have a white smoke when I stop for the red light but now its cold, I have this condensation or smoke that's there during the first 15 minutes of running engine. Ahh, several hint I can provide for you to give me your expertise;

***I usually hear the turbo's recochet after turning the engine off if I could remember, but lately since I'm having this problem, no more recochet.

***hesitation on highway speed and turbo kicks-in little

***hesitation on first-run/cold start

Did this just gave me a hint that my TURBO is dead?
