OIL IN COOLANT....HELP!!!! V70-XC70 1998

My 98 V70 AWD has chocolate milk in the expansion tank. It's a thick and creamy consistency and smells obviosly like engine oil. The car is also losing oil to the cooling system. I have never had any overheating and no steam coming from the tailpipe. Thus, I do not think it's a headgasket issue, but rather an oil cooler and /or turbo problem. I'm afraid of my dealer and am thinking about replacing the radiator which appears to contain the oil cooler. Does anyone have any advice for this problem and repair ideas?
