Engine Start S70 1998

Lately I have been noticing my S70's cooling fan keeps on running for a while after I turn off my car. I don't think it needs that much cooling because it is -10 degrees Celcius outside!!! The worst is that I think it is draining the battery after I turn off the car. The reason I say this is because the car is having a hard time starting in some mornings (happening recently). The last time I went to get an oil change, the dealer told me that the battery is not charging up to 12.6 volts (it was at 12.33 volts). They recommended me to change to a new battery but I didn't get it. Can some one please explain this whole situation to me please?
