Secondary Air Injection Malfunction V70-XC70 1998

My 1998 V70 XC has been experiencing a P0410 error, for secondary air injection malfunction. After resetting the check engine light, it usually reappears when the fuel tank is filled (engine on), or upon driving in traffic (at a red light, for example). Would this problem be caused by a leak in the secondary air injection system (cracked line, for example), or another problem? The P0410 code only specifies that the problem lies within the secondary air injection system. Any help in narrowing down this problem further would be sincerely appreciated.
