help in understanding fault codes 850 1994

fuel pressure....i just checked for any signs of fuel from the fuel pipe pre-going into the fuel pressure regulator. no signs of any fuel at all when trying to turn over the engine. is there a better location to test for fuel? today, i replaced the fuel filter and fuel pump relay with oem. ive read of the fuel system relay located above the fan...does this have anything to do with the operation of the fuel pump?
spark...i have spark in the plugs and at the coil. i replaced the spark plugs today.
i have a new cap and rotor on order. the current oem cap and rotor has approx. 18k on the car.
the battery is an oem with about 1k on the car.
timing belt...ok.
gas in the tank...3/4 of a tank.

faulty fuel pump?
