Drivers Side Kick Panel 850 1995

The three tabs holding the kick panel on the drivers side have broken off. The lower panel is beginning to sag and is only being held up by the vinyl on the piece under the steering wheel.
First, has anyone else run into this problem?
Second, anyone know a fix?
I have thought about gluing in small pieces of exhaust hanger and screwing through those. But id there is an easier fix I'd love to know. I spoke with the local Volvo dealer and they said the entire dash would need to be replaced. Needless to say, that ain't gonna happen.
Any help would be appreciated.
