Foggy Windows when using heater 850 1995

I'm still trying to figure out settings for the heating/ventilation system and this appears to be a recent and somewhat intermittent problem:

When I first turn on the fan with the control set for any of the chest high or floor vents, the windshield and side windows fog over so I have to switch to the dash vent to clear them. Is this normal or should I be looking at a problem I need to fix? Seems to occur mostly when the car is cold.
