The diagram just shows the positions of the screw as Pedro keyed it. ie: three positions, with screw slot either straight up and down, or turned about 1/8th turn clockwise or 1/8th turn counterclockwise. Screw slot thus looks like this: l, or /, or \. It is only this last position that will keep all of the lights off. Once you go back and look at your screw this will be simple to see.
