95 T5-R wagon wont start?! COLD? 850 1995

Help. My T5-R wagon would not start last night. Battery is is good condition and it turns over. Dont know if there is fuel getting to the engine? Could a sudden weather chage affect this? I changed oil and filter about 1000k miles ago. Hate to drop a bill at the dealer.
