A particular code 850

Forgot to mention this one...could the code A1 2 2 3, throttle position sensor too low - be the reason why when I start my turbo 850 from cold, the revs can stick in the region of 3000 revs and take ages to drop? Once they have dropped, a little squeeze on the throttle seems to push the revs up again and stay there. I have to turn the engine off and start all over again.
