Oil change basics 850

Hi,
I'm about to change the oil on a 1995 850 Turbo for the first time and have a couple of questions:

1. How much torque should I use when tightening the drain plug back up? I don't want to strip it so having the right torque number would be great.

2. What are your thoughts on oil filters? I can get Bosch for $3.80 or Mann for $5.56. OEM costs around $9. So is it worth the extra $$$ using the OEM?
