850 GLT Camshaft Timing 850

After having my upper head resurfaced (as a result of a burned valve), I reinstalled both intake and exhaust camshafts. Afterwards, the engine was NOT starting and I heard a LOT of popping. I removed the timing belt and rotated both camshafts 180 degrees. The car seemed to run fine at that point, although it seems to be lacking in power. My question is, can the timing be a LITTLE off? I also failed Hydrocarbons portion of emissions. Are there reccomended steps to take before smogging? I went in on a 1/4 tank of gas and hadnt changed the oil in about 3k miles.
