Power Steering, Cruise....Volvo Advice... S70 1998

Hi Brickboard,
At the end of last year I bought a 98 s70 from someone other than my regular mechanic. He disowned me. So I'm looking for a bit of wisdom as I enter the scary world of new mechanics.

Power Steering: She groans when the wheel is turned as far as it will go, also when turning and going over a speedbump/driveway entrance. Power steering fluid leaks a little. Any thoughts on the groaning?
Also, I've noticed that the turning radius is lame compared to what my 240 could do. Is this because of the groaning or because of a different steering system?

Cruise Control: Love it when it works...sometimes it doesn't work, or there's lag time before it initiates. Any thoughts?
